Household Waste

A punch card is required to deposit household waste at the landfill sites. One punch entitles the holder to one bag of household waste. Punch cards are issued on an annual basis and are valid from August 1st to July 31st. Additional punch cards can be purchased from the Municipal Office.

Tipping fee schedule:
Per-load charges apply to dispose of all inorganic solid waste. This waste includes building construction materials, drywall, tubs, toilets, furniture (wood or upholstered), mattresses, glass, vinyl siding, plastics, etc. The Sand Hill Landfill is the only site that will accept this type of debris. You will be issued a Landfill Waybill by the attendant detailing your charges. See 'Paying Your Landfill Fees' for details on paying the waybills.

Recycling

Yes, we have a recycling program! We accept #1 through #7 plastics as well as carboard. View our recycling sorting guide to determine if your items are acceptable recycling materials. Please remember to BAG your cans and plastics and FLATTEN your cardboard. We do not accept plastic grocery bags.
On January 1, 2024, Neebing's Blue Box Recycling Program (paper and containers) transitioned to a producer responsibility model, as part of an Ontario-wide regulatory change. Circular Materials Ontario now manages the Blue Box Recycling Program via their contractor, GFL Environmental Inc.
What has changed?

- Neebing recycling program is managed by Circular Materials Ontario as of January1, 2024.
- Circular Materials Ontario is the administrator of the common collection system in Ontario on behalf of producers.
- Circular Materials Ontario has hired GFL Environmental Inc. to pick up materials from the landfill sites and process them at their site.
- Neebing was hired by Circular Materials Ontario to operate the collection depots at each landfill site.
- Neebing is no longer financially responsible for the residential Blue Box program in the community.

What stayed the same?

- GFL continues to provide recycling pick up services to both landfill sites.
- Neebing continues to be responsible for all other waste diversion/recycling operations and programs within the municipality.

About Circular Materials Ontario
|
Circular Materials Ontario is a national, not-for-profit organization that builds efficient and effective recycling systems where materials are collected, recycled, and returned to producers to use as recycled content in new packaging and paper. As the administrator of Ontario’s common collection system, Circular Materials Ontario is responsible for operating the new system for blue box materials. They are committed to increasing recycling rates across Ontario and ensuring more materials are looped into the circular economy, benefitting both people and the environment. |
What is Producer Responsibility?

In June 2021, the Province of Ontario announced a new recycling regulation that changes Ontario’s residential recycling program.
- The new Blue Box Regulation (amended) shifts the responsibility for providing recycling services, including funding and operation, away from municipalities and onto producers that create products and packaging. This shift includes the depot/curbside recycling collection, materials sorting, processing and recycling of materials, as well as resident education and promotion.
- The shift of all of Ontario’s current municipally run blue box programs to full producer responsibility is being phased in over a three-year period between July 2023 and Dec. 2025.
The benefits of making producers of products and packaging waste responsible for the collection and recycling of the materials include:
- unifying the residential recycling ("Blue Box") programs across Ontario starting in 2026
- potentially decreasing and/or improving packaging
- potentially moving more waste away from the landfill after recovery targets come into effect in 2026 and onward

Good Neighbour Shed
|
Items** in good condition can be dropped off in the Good Neighbour Shed for others to take. **Items NOT ACCEPTED include upholstered furniture, baby furniture and car seats, electrical items, old magazines, and broken or damaged items. Please, use good judgement when placing your used items in the sheds. |
Household Batteries
|
Household battery recycling is offered at both municipal landfill sites. Bring in your old batteries for proper disposal. Accepted batteries are AA AAA C D 6 and 9-volt watch and cellphone batteries. Look for the signage and blue 45 gallon drums and recycle those batteries! |

Fluorescent Lights
|
While fluorescent lights are the recommended energy-efficient choice for lighting, they do contain a small amount of mercury and should not be put in the regular garbage. We recommend disposing them at one of the following locations:

- Hazardous Waste Depot at the Thunder Bay Solid Waste & Recycling Facility
- Westburne Electric Supply, 1231 Amber Drive, 344-3100. Accepts boxed/packaged tubes but not loose. Call for applicable fees.

FoodCycler Pilot Program
|
The Municipality of Neebing partnered with Ottawa based company, FoodCycle Science to pilot an on-site food waste diversion solution designed reduce the amount of organics headed to the landfills. To date, Neebing has run three pilot programs.
