FORM 6 SALE OF LAND BY PUBLIC TENDER SALE OF LAND BY PUBLIC TENDERTHE CORPORATION OF THE MUNICIPALITY OF NEEBINGTake Notice that tenders are invited for the purchase of the lands described below and will be received until 3:00 p.m. local time on June 15, 2022, at the Neebing Municipal Office, 4766 Highway 61, Neebing Ontario. The tenders will then be opened in public on the same day as soon as possible after 3:00 p.m. at the Neebing Municipal Office, 4766 Highway 61, Neebing. Description of Lands: 1. Roll No. 58 01 030 006 19200 0000; PIN 62273-0465 (LT); NE SUBDIVISION SEC 2 CON 6 BLAKE; NEEBING EXCEPT 2. Roll No. 58 01 050 008 07700 0000; PIN 62275-0057 (LT); PCL 1155 SEC DFWF; SW 1/4 SEC 9 CON 3 PARDEE; Tenders must be submitted in the prescribed form and must be accompanied by a deposit of at least 20 per cent of the tender amount, which deposit shall be made by way of a certified cheque/bank draft/ money order payable to the municipality. Except as follows, the municipality makes no representation regarding the title to, availability of road access, or any other matters relating to the lands to be sold. Responsibility for ascertaining these matters rests with the potential purchasers. The assessed value, according to the last returned assessment roll, may or may not be representative of the current market value of the property. Transfers of properties that contain at least one and not more than six single family residences and are transferred to non-residents of Canada or foreign entities, are subject to the Province’s Non-Resident Speculation Tax (NRST). This sale is governed by the Municipal Act, 2001 and the Municipal Tax Sales Rules made under that Act. The successful purchaser will be required to pay the amount tendered plus accumulated taxes and any taxes that may be applicable, such as a land transfer tax and HST. The municipality has no obligation to provide vacant possession to the successful purchaser. The deadline to appeal the by-law adopted by Council to change ward boundaries is December 20, 2021 at 5:00 pm.

Please take notice that the Council of The Corporation of the Municipality of Neebing, at its regular meeting held on November 3, 2021, passed By-law 2021-043 to change the ward boundaries and Council composition, pursuant to Section 222 of the Municipal Act, 2001.
Under the current structure, there are seven (7) members of Council, made up of a Mayor, a Councillor elected at large, and five (5) ward Councillors (one each for electoral wards made up of the geographic townships of Blake, Crooks, Pardee, Pearson and Scoble).
Under Subsection 222(4) of the Municipal Act, 2001, any person or agency may appeal to the Ontario Land Tribunal (OLT) by filing a notice of appeal with the Clerk-Treasurer of the Municipality of Neebing. The Notice of Appeal must:
The by-law will not take effect or be in force until after the appeal period has passed without an appeal, or, in the case of an appeal, until after the appeal has been heard. If there are no appeals, the by-law will take effect for the 2022 Municipal election.
If the by-law comes into force after January 1, 2022, then it will be effective for the 2026 election.

Council Composition Consultation Information |
In the fall of 2019, the Municipality published a series of articles seeking input from residents regarding the composition of Council. As the current term of Council is nearing an end in 2022, Council is interested in providing another opportunity for residents to provide input on the composition of Neebing’s Council. In the 2019 articles, we explained the differences between elections “at large” and elections by geographic ward. In addition, we looked at the possibility of reducing the size of Council from seven to five members. Over the next couple of months, we will provide different opportunities for members of the public to provide feedback on the size and make up of Neebing’s Council.
NEW - It has been proposed that Neebing Council be reduced to 5 members by removing the seat for Councillor-at-Large and having one seat for Pardee and Pearson combined. The Blake, Crooks and Scoble Wards would remain the same. Please complete the follow-up survey to provide your input on this proposed Council Composition.

By-law to Adopt the Official Plan (Subject to Provincial Approval) |
Wording changes were formally adopted by Council on April 7, 2021. Mapping was not available at the time, however, verbal descriptions of mapping changes were provided at the public meeting. Apart from some technical amendments (i.e. changes to the titles of provincial ministries) no wording changes are being considered by Council on November 17th, from those previously approved April 7th. The purpose of the public meeting is to consider the final wording for Neebing’s proposed Official Plan, as well as the map schedules to the plan. |
