A person who wishes to install driveway access from a municipal road onto private property must complete an application and receive municipal approval.
Properties fronting on Provincial Highways (Hwy 593, 595, 597, 608 and 61) require entrance permits from the Ministry of Transportation. Applications are completed through the MTO online permit portal.
As a general rule, only one permanent entrance is permitted per lot. Exceptions may be made by the Working Roads Foreman to allow more than one entrance where the property fronts on more than one road or where terrain divides a property from an access perspective. You may not construct an entrance to a municipal roadway without a municipal entrance permit.
Complete a municipal entrance permit application, follow the instructions for marking out your desired driveway location and submit the form to the Municipal Office for processing. While the property owner is responsible for the purchase and delivery of the culvert to their location, arrangements can be made with the Municipality to supply and deliver a culvert at cost plus an amount for administrative overhead and delivery which is equal to 10% of the cost of the driveway culvert.
The Municipality will install the culvert supplying one load of gravel for the installation. If the installation requires more than one load, the property owner is responsible for the purchase and delivery of such additional gravel or again, make arrangements with the Municipality to purchase our gravel. Once the installation is complete, we assume ownership of the culvert. If a replacement culvert is ever required, it becomes the responsibility of the Municipality of Neebing.
