Open and transparent communication from municipal government to its residents is vital and the proper dissemination of public notices assures that the public is informed about important changes that may impact their community.

Notice of Adoption of By-law to Change Ward Boundaries and Council Composition (August 2023) |
Please take notice that the Council of The Corporation of the Municipality of Neebing, at its regular meeting held on August 16, 2023, passed By-law 2023-034 to change the ward boundaries and Council composition, pursuant to Section 222 of the Municipal Act, 2001.
Effects of the change:
Under the current composition, there are seven (7) members of Council, made up of a Mayor, a Councillor elected at large, and five (5) ward Councillors (one each for electoral wards made up of the geographic townships of Blake, Crooks, Pardee, Pearson and Scoble).
In November 2021, By-law 2021-043 was passed which changed Council composition to include five (5) members of Council, made up of a Mayor and four (4) ward Councillors (one each for electoral wards made up of the four geographic townships of Blake, Crooks and Scoble; and one for the combined geographic townships of Pardee and Pearson).
By-law 2023-034 repeals By-law 2021-043and maintains the current structure and ward boundaries.
How to appeal: Under Subsection 222(4) of the Municipal Act, 2001, any person or agency may appeal to the Ontario Land Tribunal (OLT) by filing a notice of appeal with the Clerk-Treasurer of the Municipality of Neebing. The Notice of Appeal must:
The by-law will not take effect or be in force until after the appeal period has passed without an appeal, or, in the case of an appeal, until after the appeal has been heard. If there are no appeals, the by-law will take effect for the 2026 Municipal election.
For the by-law to be effective for the 2026 election, one of the following must occur:
If the by-law comes into force after January 1, 2026, then it will be effective for the 2030 election.
The deadline to file a notice of appeal is Monday, Monday, October 2, 2023 at 5:00 pm.

Council Composition Consultation Information |
In the fall of 2019, the Municipality published a series of articles seeking input from residents regarding the composition of Council. As the current term of Council is nearing an end in 2022, Council is interested in providing another opportunity for residents to provide input on the composition of Neebing’s Council. In the 2019 articles, we explained the differences between elections “at large” and elections by geographic ward. In addition, we looked at the possibility of reducing the size of Council from seven to five members. Over the next couple of months, we will provide different opportunities for members of the public to provide feedback on the size and make up of Neebing’s Council.
NEW - It has been proposed that Neebing Council be reduced to 5 members by removing the seat for Councillor-at-Large and having one seat for Pardee and Pearson combined. The Blake, Crooks and Scoble Wards would remain the same. Please complete the follow-up survey to provide your input on this proposed Council Composition.

Due to a technicality it is necessary for Council to repeal the by-law passed on November17, 2021 and pass a new by-law to adopt the Official Plan. There have been no changes to the proposed Official Plan since it was passed on November 17, 2021. The purpose of the public meeting is to pass the new by-law to adopt the Official Plan. |

Wording changes were formally adopted by Council on April 7, 2021. Mapping was not available at the time, however, verbal descriptions of mapping changes were provided at the public meeting. Apart from some technical amendments (i.e. changes to the titles of provincial ministries) no wording changes are being considered by Council on November 17th, from those previously approved April 7th. The purpose of the public meeting is to consider the final wording for Neebing’s proposed Official Plan, as well as the map schedules to the plan. |
