The Municipality of Neebing operates two landfill and recycling depots for use by residents only.  Download the Municipal Landfill Information Brochure.

Hours of operation:

Winter Hours – October 1 to March 31
  • Saturdays 9 am – 5 pm
  • Sundays 12 pm – 4 pm
Summer Hours – April 1 to September 30
  • Saturdays 9 am – 5 pm
  • Sundays and Wednesdays 4 pm – 8 pm
BEGINNING AUGUST 1st, 2024, the orange bag tags will no longer be accepted. You must present your punch card to the landfill attendant before dumping bags of household waste. Each number on the punch card entitles the holder to 1 bag of household garbage. As always, additional tipping fees will apply to demolition waste, bulky, or loose items, etc. Recycling areas are available at both landfill sites at no charge. Separate your garbage. Reduce, Reuse, Recycle.

A punch card is required to deposit household waste at the landfill sites. One punch entitles the holder to one bag of household waste. Punch cards are issued on an annual basis and are valid from August 1st to July 31st. Additional punch cards can be purchased from the Municipal Office.

Tipping fee schedule:

Per-load charges apply to dispose of all inorganic solid waste. This waste includes building construction materials, drywall, tubs, toilets, furniture (wood or upholstered), mattresses, glass, vinyl siding, plastics, etc. The Sand Hill Landfill is the only site that will accept this type of debris. You will be issued a Landfill Waybill by the attendant detailing your charges.

Yes, we have a recycling program! We accept #1 through #7 plastics as well as carboard. View our recycling sorting guide to determine if your items are acceptable recycling materials. Please remember to BAG your cans and plastics and FLATTEN your cardboard. We do not accept plastic grocery bags.

On January 1, 2024, Neebing's Blue Box Recycling Program (paper and containers) transitioned to a producer responsibility model, as part of an Ontario-wide regulatory change. Circular Materials Ontario now manages the Blue Box Recycling Program via their contractor, GFL Environmental Inc. 

 What has changed?
  • Neebing recycling program is managed by Circular Materials Ontario as of January1, 2024.
  • Circular Materials Ontario is the administrator of the common collection system in Ontario on behalf of producers.
  • Circular Materials Ontario has hired GFL Environmental Inc. to pick up materials from the landfill sites and process them at their site.
  • Neebing was hired by Circular Materials Ontario to operate the collection depots at each landfill site.
  • Neebing is no longer financially responsible for the residential Blue Box program in the community.
 What stayed the same?
  • GFL continues to provide recycling pick up services to both landfill sites.
  • Neebing continues to be responsible for all other waste diversion/recycling operations and programs within the municipality.
 About Circular Materials Ontario
Circular Materials Ontario is a national, not-for-profit organization that builds efficient and effective recycling systems where materials are collected, recycled, and returned to producers to use as recycled content in new packaging and paper. As the administrator of Ontario’s common collection system, Circular Materials Ontario is responsible for operating the new system for blue box materials. They are committed to increasing recycling rates across Ontario and ensuring more materials are looped into the circular economy, benefitting both people and the environment.
 What is Producer Responsibility?
In June 2021, the Province of Ontario announced a new recycling regulation that changes Ontario’s residential recycling program.
  • The new Blue Box Regulation (amended) shifts the responsibility for providing recycling services, including funding and operation, away from municipalities and onto producers that create products and packaging. This shift includes the depot/curbside recycling collection, materials sorting, processing and recycling of materials, as well as resident education and promotion.
  • The shift of all of Ontario’s current municipally run blue box programs to full producer responsibility is being phased in over a three-year period between July 2023 and Dec. 2025.

The benefits of making producers of products and packaging waste responsible for the collection and recycling of the materials include:

  • unifying the residential recycling ("Blue Box") programs across Ontario starting in 2026
  • potentially decreasing and/or improving packaging
  • potentially moving more waste away from the landfill after recovery targets come into effect in 2026 and onward

Items** in good condition can be dropped off in the Good Neighbour Shed for others to take. **Items NOT ACCEPTED include upholstered furniture, baby furniture and car seats, electrical items, old magazines, and broken or damaged items.  Please, use good judgement when placing your used items in the sheds.  

Household battery recycling is offered at the landfill sites. Look for the signage and blue 45 gallon drums and recycle those batteries. Accepted batteries are AA AAA C D 6 and 9-volt watch and cellphone batteries.

While fluorescent lights are the recommended energy-efficient choice for lighting, they do contain a small amount of mercury and should not be put in the regular garbage. We recommend disposing them at one of the following locations:

Residential

  • Hazardous Waste Depot at the Thunder Bay Solid Waste & Recycling Facility
  • Westburne Electric Supply, 1231 Amber Drive, 344-3100. Accepts boxed/packaged tubes but not loose. Call for applicable fees.
  • Gescan-A, 565 Dunlop Street, 623-8404. Call for applicable fees

The Municipality of Neebing does not accept hazardous waste of any kind at either landfill site.

We suggest bringing items containing freon such as fridges, freezers, air conditioning units, dehumidifiers, water coolers, etc. to Dutchak's Scrap Metal on Hammond Avenue in the City of Thunder Bay. Dutchak's is equipped to remove the freon and recycle the metal. There is no charge to you for bringing the freon-filled item in. Accepted fridges and freezers must be cleaned out and not contain any spoiled food in them. 

If a product is marked DANGER or POISON, it is toxic, corrosive or extremely flammable. WARNING or CAUTION indicates that the product is slightly toxic. Incorrect disposal of any of these products can endanger people, pets and the environment.

You can drop off such materials at the City of Thunder Bay Household Hazardous Waste Depot Landfill Site 5405 Mapleward Road. There is no disposal fee charged

The Thunder Bay Household Hazardous Waste Depot only accepts residential waste such as:

  • Household cleaners - e.g. drain cleaner, spot remover, oven cleaner, toilet cleaner
  • Garden chemicals - e.g. insecticides, herbicides, fertilizers
  • Paint and solvents such as Varsol, paint remover, acetone
  • Used motor oil and oil filters (limit of two 5-gallon containers of used oil at any one time)
  • Fluorescent tubes and compact fluorescent lights (CFLs)
  • Empty propane tanks

Drop off hazardous waste in its original container, or label all products you bring to the Depot.

Never mix hazardous wastes.
